History

The company was established in the year 2001 by its owners who had a vision to formulate a firm that provides quality and excellence in the field of electro-mechanical systems. This field was highly demanded at the Palestinian level but also suffers from limited Palestinian capacities.

Since its establishment quality projects were implemented by UEMS which enhanced and empowered its working potentials, networking, and building reputation. UEMS construction works have offered a wide range of construction services in Bethlehem, many other cities of Palestine. UEMS also became involved in trading special items for the diversity of projects due to the ability to access the international production market, its unique networking and communication, in addition to, its extensive experience in offering best products.

UEMS has achieved a great progress in the civil and electro-mechanical fields through representing its combined company/staff extensive experience in the relevant fields. UEMS has strong relations with local and regional relevant companies in both trading and contracting fields. UEMS is well known for its innovation and by collaborating successfully with its customers, designers, sub-contractors, consultants as well as suppliers. UEMS is continuously evolving and understand the different aspects of delivering high value construction and complex projects with ease.

The UEMS office and ware house is located in Bethlehem city, Bethlehem Governorate of Palestine. Its work extends all over the West Bank Governorates including Jerusalem.

Vision Statement

Universal Electro-Mechanical Systems (UEMS) is a contracting – trading company dedicated to promoting sustainable high quality of developmental projects at local, national and regional levels under the guidance of highly qualified staff.

Objectives

UEMS aims to provide superior performance to its clients, who wish to perform civil, mechanical and electrical projects or who wish to buy its products; it recognizes that its profits and growth are based on its integrity of its agreements, its good reputation and relationships with buyers and /or clients.

  • Achieve resource mobilization and steady annual growth to reach company sustainability.
  • Provide income generation for wide range of local human resources such as engineers, technicians, accountants, managerial and logistics staff

CEO and Founder of Universal Electro-Mechanical Systems & contracting company (UEMS) – Head of Mechanical Engineering Department, had a Bachelor degree in Mechanical Engineering from Middle East Technical University (METU) – Ankara – Turkey

Experienced in construction and project management professional with a proven track record in managing, designing, and supervising medium to large-scale construction projects across diverse sectors. Expertise encompasses the restoration of historical buildings, development of healthcare facilities, infrastructure projects, and specialized systems for industrial and domestic use.

Roubina N.Ghattas

Co-founder and Administrative Manager at Universal Electro-Mechanical Systems and Contracting (UEMS), she holds a Master’s Degree in Biological Sciences from Birmingham University, United Kingdom. With over 30 years of extensive experience in project administrative management, her expertise spans public relations, human resources, business development, and sustainable building and environmental practices, with a strong focus on expanding professional networks.

She specializes in aligning restoration and construction projects with environmental safeguards, integrating green solutions for energy efficiency, resource optimization, and sustainable design. Additionally, she is proficient in tender and proposal documentation, financial frameworks, information management, and ensuring compliance with local and international regulations.

Eng. Nabil Flefel

Senior Electrical engineer

Senior engineer with extensive experience in implementing construction electrical engineering projects. He has worked with many prestigious engineering and construction companies and gained international experience before joining UEMS. He occupies the position of the company’s general manager since 2015. He supervises the management and administration of the company, in addition, he runs and operates all related electrical projects. He is also representing UEMS at its executive board of trustees.

ARH. Issa Ghattas Interior Architecture Graduated from Near East University in the year 2022. And has worked  and supervised since many projects with UEMS. 
Eng. Ibrahim Abed Rabo Project Manager Mr. Abedrabbo has joined “Universal Electro Mechanical system and General Contracting” in late 2021 in the occupation of Project Manager for performing Tender pricing, managing and supervising the outlook projects. He was working with the distinguished Consultant Company CDG, and he is Ex-CCC employee where he served with the Company in Sultanate of Oman for 8 years in several Mega Projects, perhaps the most prominent was “Extension of Muscat Airport”. He had around 21 years of diverse experiences in different Civil Engineering Sectors. He holds a Bachelor degree with distinction in Civil Engineering from Birzeit University, Palestine since 2002.
